One of the greatest disappointments during my time in Congress has been the inability to make progress on the wasteful flood insurance system. What is so frustrating is that the writing to change the program has been on the wall for years. I was on national television two weeks before Hurricane Katrina, sketching in vivid terms what was going to happen when the big one hit. Sadly, the devastation was unimaginable and our efforts at recovery were woefully inadequate, inefficient, and unfair. We keep having to learn the same lesson with new victims.
It doesn’t have to be this way. Hurricane Katrina helped inspire my first major piece of legislation, which aimed to reform the flood insurance program. It was an important first step, but so much more needs to be done to protect communities living in flood-prone areas.
