Dear Friends,
In the weeks since the Supreme Court revoked the constitutional right to abortion and overturned nearly 50 years of precedent, ten states have completely outlawed abortion. At least a dozen more could follow. We know these laws will disproportionally impact the most disenfranchised among us: individuals and families living in poverty, victims in abusive relationships, people without access to contraceptives, mothers who are already struggling, and Black, Brown, and Indigenous communities. This decision ignores the complexity of the most personal health decisions, leaves providers confused and conflicted.
I recognize the urgency of this moment as do my friends in the House. Extremist Supreme Court justices unilaterally ruled that state governments can restrict and criminalize private, personal health decisions. We are responding with clear, decisive actions to fight this decision and its tragic impacts.
While Roe is gone, we are not helpless. Earlier this Congress, I was proud to vote for the Women’s Health Protection Act. This week, the House will take up an updated version of this legislation that recognizes the extreme damage done by the Supreme Court decision. We will also pass the Ensuring Access to Abortion Act, which makes it possible and safe for women needing abortion care to travel to states where it is accessible. The House is responding to this ruling with the urgency it demands. The Senate needs to follow our lead and meet the moment. We cannot afford inaction.
You may not know that even before the egregious decision in Dobbs v. Jackson Women’s Health Organization, progressives in the House introduced more than a dozen pieces of legislation to defend and strengthen access to abortion and other reproductive services. I am proud to co-sponsor all of the following:
- H.R.345 Reproductive Health Information for Veterans Act introduced by Rep. Julia Brownley [D-CA-26]
- H.R.556 - Global Health, Empowerment and Rights Act introduced by Rep. Barbara Lee [D-CA-13]
- H.R.1670 - Abortion is Health Care Everywhere Act of 2021 introduced by Rep. Janice D. Schakowsky [D-IL-9]
- H.R.2234 - EACH Act of 2021 introduced by Rep. Barbara Lee [D-CA-13]
- H.R.3576 - Reproductive Rights are Human Rights Act of 2021 introduced by Rep. Katherine M. Clark [D-MA-5]
- H.R.3755 - Women's Health Protection Act of 2021 introduced by Rep. Judy Chu [D-CA-27]
- H.R.3800 - GLOBE Act of 2021 introduced by Rep. Dina Titus [D-NV-1]
- H.R.6005 - Access to Birth Control Act introduced by Rep. Carolyn B. Maloney [D-NY-12]
- H.R.7585 - Health Equity and Accountability Act of 2022 introduced by Rep. Robin L. Kelly [D-IL-2]
- H.R.2709 - Access to Contraception for Servicemembers and Dependents Act of 2021 introduced by Rep. Jackie Speier [D-CA-14]
- H.R.239 - Equal Access to Contraception for Veterans Act introduced by Rep. Julia Brownley [D-CA-26]
I am also pushing the Biden-Harris Administration to do more to protect access to reproductive health services. The Administration should strengthen HIPAA to ensure that people’s privacy is fully protected when they seek reproductive care, they should declare a public health emergency to protect access using emergency authorities, they should enforce the Emergency Medical Treatment and Active Labor Act (EMTALA) to require medical facilities to provide emergency lifesaving reproductive health care, and they must protect those seeking abortion from predatory companies who misuse and sell personal data. Recent reports have indicated that data brokers have collected and sold location data that allows bad actors to target those seeking reproductive health care, including abortion care.
This is not the end of the fight. It is the beginning of a new chapter in which we must stand strong. It is time intensify OUR efforts to ensure individuals have the right to determine their own personal health care decisions.
I will continue doing everything in my power to defend and restore the right to access reproductive health care.
